Areas of Emphasis

The stability and prosperity of the Empire rested upon the whims of the Emperor and the loyalty of those around him.

Rome adopted from others and excelled in engineering.  Towards the end the innovation waned.

The inability of an empire to address the needs of a diverse population and the pressures exerted by migration on its borders.
